Sometimes “I could X” means “I managed”, or “I had the chance to X” instead of “I was (physically) able to X”.
“I could see all kinds of birds”, if you translate “can” as “to be able”, viz. “I was able to see all kind of verbs” using ཐུབ་པ་ might not be the best since it’s more about physical ability.
Instead, ་་་འགྲོ་ཡག་རག་བྱུང་སོང་། “I managed to [verb]“(I managed to go …) is more suitable.
Or also ་་་ཡག་རག་བྱུང་། “I got the chance to [verb].”
བྱ་འདྲ་མི་འདྲ་ལྟ་ཐུབ་བྱུང་།
བྱ་འདྲ་མི་འདྲ་ལྟ་ཡག་རག་བྱུང་།
བྱ་འདྲ་མི་འདྲ་ལྟ་བྱུང་སོང།

་་་འགྲོ་ཡག་རག་བྱུང་། could be considered a shortcut of ་་་འགྲོ་ཡག་གི་གོ་སྐབས་རག་སོང། (གོ་སྐབས། = chance).

Franziska Oertle and Alexandra Sukhanova were discussing that འགྲོ་བྱུང་། could be a further (gramatically incorrect) compression used in spoken colloquial of ་་་འགྲོ་ཡག་རག་བྱུང་། but it sounds gramatically off.
Expressing future wish to have the chance can be done by simply using འདོད་པ་ or by saying “It’s good if I get the chance to [verb].”:
བྱ་འདྲ་མི་འདྲ་ལྟ་འདོད་ཡོད་།
